THE 80% AGENDA

In an era dominated by partisan trench warfare and manufactured outrage, a fundamental truth gets lost: the American people are far more united than the professional partisans who represent them.

The 80% Agenda is a running list of policy positions that command genuine supermajority support in credible, sustained polling across Democrats, Republicans, and Independents alike. These are not timid, lowest-common-denominator compromises designed to appease special interests.

They are clear, principled positions where the American public overwhelmingly agrees — but Washington fails to act.

Invest in American-Made Energy

America's energy future shouldn't depend on foreign adversaries or fragile supply chains. From natural gas to solar panels, from nuclear to wind — if it powers America, it should be made in America. Tax incentives for clean energy creates jobs, cut costs, and reduce reliance on foreign adversaries. Energy independence isn't a left or right issue — it's a national security issue that benefits every household.

Lower Prescription Drug Prices

Americans pay three to five times what citizens in other countries pay for the same drugs made by the same companies — including $300 for insulin that costs $6 to make. That's not a market — that's a racket. And Washington has the power to fix it. We’ve made progress with insulin and select drugs – but there is more we can do to lower health care costs and keep Americans healthy.

Require Healthcare Price Transparency

You can comparison-shop for a car, a flight, even a sandwich — but not a surgery. In what other industry would we accept that? Price transparency creates healthy competition that brings down costs for consumers.

Close the Gun Loophole

Nine in ten Americans support requiring background checks for gun sales. The only people who don't are the ones blocking the vote. Background checks don't prevent law-abiding citizens from owning guns — they prevent mentally ill and violent people from getting their hands on them when they can do the most damage.

Ban Hostile Foreign Ownership of American Farms

China has quietly purchased nearly 400,000 acres of American farmland — including fields near military bases. Eighty-eight percent of Americans want to stop it, and they're right. No hostile foreign government should own the land that feeds us, and no loophole should let them hide behind shell companies while they do it.

Stop Insider Trading in Congress

A ban on individual stock trading has not passed despite bipartisan bills introduced in both chambers. If you know what laws are coming before anyone else, you shouldn't be allowed to trade stocks. This isn't about left or right — it's about the difference between public service and insider dealing.

Protect Kids Online

Social media companies have spent billions learning how to hook children on their platforms. The least we can do is require them to know who those children are. The Kids Online Safety Act passed the Senate 91-3, but it was blocked by Republican leadership in the House because of tech industry lobbying. Parents aren't asking for censorship — they're asking for the same protections we give kids in every other part of life.

Make Childcare Affordable

Childcare now costs more than college in most states — and for what? So parents can go to work and contribute to the economy. Making childcare affordable isn't a favor to families; it's an investment in America's workforce.

Rebuild American Infrastructure

Good roads, clean water, reliable bridges are not partisan issues. They're the basic contract between government and citizen. Every pothole is a broken promise. Every crumbling bridge is an argument for competent governance.

No Forced Birth in America

The American people believe in a woman's right to choose - especially in cases of rape, incest and the life and health of the mother. This difficult decision should be between a woman, her doctor, her family and her God -- not the government. Extremists who push total bans misread the country and the Constitution.

Ensure the Right to Repair

When a farmer can't fix his own tractor because the manufacturer locked the software, something has gone badly wrong. The right to repair is the right to own what you bought. That used to be common sense — and most Americans think it still is.

Save Social Security

People paid into social security their entire working lives. It's not a government handout — it's a promise to keep. Social Security needs to remain solvent.

Reshore Essential Manufacturing

Four in five Americans would choose a product made here over an identical one made abroad. That's not nostalgia - it's strategy. Making things in America means jobs that can't be offshored, and supply chains that can't be weaponized.

America is a nation of immigrants and a nation of laws. We need strong border security and a functioning immigration system that incentivizes legal immigration, punishes rule breakers, and offers a path to citizenship for dreamers.

Fix Legal Immigration

Every other federal agency passes an audit. The Defense Department - with a budget approaching a trillion dollars - has never passed an independent financial audit. Fiscal conservatives and reform liberals agree: you cannot fix what you cannot count.

Expand Rural Broadband Access

In the 21st century, broadband is what electricity was in the 20th — the infrastructure of opportunity. Rural kids shouldn't fall behind because their family can't get online. To ensure equal opportunity, we need to connect all Americans.

Stop Secret Money in Politics

In a democracy, you should know who is trying to influence your vote. Billions in secret money in politics is not free speech — it's a rigged game. Disclosure doesn't stop anyone from spending. It just makes them put their name on it. Sunlight is the best disinfectant.

No One Should Go Broke Because They're Sick

One illness should not mean a lifetime of debt. Medical debt is the leading cause of personal bankruptcy in America — in the richest country on earth. That is a choice our system makes. We can make a different choice.

Restore Civic Education to our Schools

Democracy requires an informed citizenry that understands its rights and its responsibilities. But most states have gutted their civics requirements over the past fifty years. The result is a country where millions of people don't know the three branches of government, can't name their representative, and have never read the Constitution. Extremism fills the vacuum that civic ignorance creates. Restoring rigorous, nonpartisan civics education — teaching how government works, how to evaluate evidence, and what citizenship demands — is the original anti-extremism program.

Build Guardrails for a Safe AI Future

Americans are clear-eyed about the AI revolution: they want guardrails and they want Washington to get workers ready for what's coming. Eighty percent support federal regulation of AI safety and security, and 80% want the government to prepare workers for AI-driven economic disruption. The stakes are universal: job displacement, disinformation, data privacy, and the concentration of AI's rewards. This isn't about stopping innovation. It's about making sure the benefits of the AI revolution don't flow exclusively to those who already own the machines.

Close the Billionaire Tax Loopholes

In the last decade, billionaire wealth has tripled while working families fell further behind. This isn't class warfare — it's math. Asking people who make over a million dollars a year and multi-billion-dollar corporations to pay the same effective rate by closing loopholes is common sense.

End the Rigged System of Redistricting

Politicians shouldn't choose their voters — voters should choose their politicians. Partisan gerrymandering poisons everything downstream: safe seats breed extremism, extremism breeds gridlock, gridlock breeds contempt among fellow citizens and makes our nation more divided and less able to confront the common challenges we face.

Expand National Service

National service builds social trust and bridges divides — and Americans across party lines know it. An expanded form of national service would offer a range of options, including the military — AmeriCorps, CityYear, conservation corps, and new programs — with a modest living stipend and an education award. The Serve America Act, has drawn support from Republicans and Democrats. This is can help re-unite the United States.

Make Housing Affordable Again

The American Dream used to include owning a home. For a generation of younger Americans, it has become a fantasy. We need to increase supply to reduce costs and that means building more housing — and that means cutting red tape, over-regulation, and zoning barriers that protect the few at the expense of the many.

Term Limits for Congress

The founders envisioned citizen legislators — people who would serve their country for a time and then go home. Now we have a class of professional partisan politicians and the longer they serve, the more their incentives align with staying in power rather than solving problems. Term limits would break the iron grip of incumbency, force fresh thinking into stale chambers, and remind everyone that public office is a privilege, not a property right.
